Why is the modulus of a complex number always positive?

Is the modulus of a complex number positive because it represents the magnitude of a complex number on the plane (magnitude being radius from origin, thus inherently positive) or is it because of the radical (sqrt(a^2+b^2))? Thanks in advance.
