When ammonium carbonate is decomposed, why does the moist red litmus paper turn blue even when there is CO2?

I know that the equation will be this: (NH4)2CO3 --> NH3 + CO2 + H2O, but since ammonia and carbon dioxide are both given out, why doesn't the litmus paper remain red since carbon dioxide is around?
