Pokemon Emerald?

I need help! I'm at the part of the game when team aqua steals Capt. Sterns submerine. And I think I have to look for the Groudon but I dunno. My sister thinks I need to get 1 of my Pokemon to learn DIVE, but I'm not sure of that either. HELP!
